Lekki Peninsula Phase 1 Residents Association (LERA)

These Community Rules and Regulations are established to ensure a harmonious, safe, and enjoyable living environment for all residents of Lekki Peninsula Phase 1. These rules promote respect for property, consideration for neighbors, and compliance with Nigerian laws and local regulations. All residents are expected to familiarize themselves with and adhere to these guidelines.

Important: These rules are binding on all residents, their families, guests, and tenants. Violations may result in warnings, fines, legal action, or other appropriate measures as determined by the LERA Executive Committee.

1. General Conduct & Respect

All residents must maintain respectful and considerate behavior towards fellow residents, property, and the environment:

Respect for Others

  • • Treat all residents, staff, and visitors with courtesy and respect
  • • Maintain peaceful and quiet enjoyment of property
  • • Respect cultural, religious, and personal differences
  • • Avoid any form of harassment, discrimination, or intimidation

Noise Control

  • • Keep noise levels reasonable, especially between 10:00 PM and 7:00 AM
  • • Generator noise must comply with local environmental regulations
  • • Construction and renovation work limited to 8:00 AM - 6:00 PM weekdays
  • • Musical instruments and loud speakers require neighbor notification

Community Events

  • • Obtain LERA approval for large gatherings or events
  • • Provide advance notice to affected neighbors
  • • Clean up after events and return areas to original condition
  • • Respect parking restrictions during community events

2. Property Maintenance & Appearance

Maintaining the aesthetic appeal and structural integrity of our community is essential for property values and quality of life:

2.1

Exterior Maintenance

  • • Keep lawns and gardens well-maintained and weed-free
  • • Paint exterior surfaces when needed to prevent deterioration
  • • Repair damaged fences, gates, and walls promptly
  • • Maintain proper drainage to prevent water damage

Building Standards

  • • No major structural modifications without LERA approval
  • • Maintain consistent architectural style with neighborhood
  • • Roof repairs must be completed within 30 days of damage
  • • Window coverings must be neat and well-maintained

Waste Management

  • • Dispose of waste properly through approved collection services
  • • No dumping of construction debris or hazardous materials
  • • Recycle where facilities are available
  • • Keep waste bins clean and covered

3. Vehicles & Parking Regulations

Proper vehicle parking and maintenance contributes to safety and accessibility throughout the community:

Parking Rules

  • • Park only in designated spaces within your property boundaries
  • • No parking on grass, sidewalks, or common areas
  • • Guest parking limited to 48 hours maximum
  • • Commercial vehicles require special permission
3.2

Vehicle Maintenance

  • • Keep vehicles in good repair and clean condition
  • • No inoperable or abandoned vehicles on premises
  • • Oil changes and maintenance must be done off-premises
  • • Car washing limited to designated areas only

Traffic Safety

  • • Observe speed limits (20 km/h in residential areas)
  • • Yield to pedestrians and children at play
  • • No reckless or dangerous driving
  • • Emergency vehicles always have right of way

4. Pets & Animal Control

Pets are welcome in our community, but responsible ownership is essential for everyone's comfort and safety:

4.1

Pet Ownership

  • • Register all pets with LERA within 30 days of acquisition
  • • Limit of 3 dogs and 3 cats per household
  • • No dangerous or exotic animals allowed
  • • All pets must be licensed and vaccinated

Pet Control

  • • Keep pets on leashes when outside property boundaries
  • • Clean up pet waste immediately and dispose properly
  • • No pets allowed in common areas without supervision
  • • Control excessive barking or noise from pets

Pet Facilities

  • • Pet waste must be disposed in designated bins
  • • No pet waste in storm drains or natural areas
  • • Provide adequate shelter and care for pets
  • • Report lost or injured animals to LERA immediately

5. Safety & Security Measures

Community safety is everyone's responsibility. These guidelines help maintain a secure environment for all residents:

Home Security

  • • Keep gates, doors, and windows secure when away
  • • Install adequate lighting around property perimeter
  • • Report suspicious activities to security immediately
  • • Participate in neighborhood watch programs
5.2

Emergency Preparedness

  • • Know emergency contact numbers and procedures
  • • Keep emergency supplies and first aid kits ready
  • • Have an evacuation plan for your household
  • • Report fire hazards or safety concerns promptly
5.3

Prohibited Activities

  • • No open fires or unsafe burning
  • • No storage of flammable materials in common areas
  • • No tampering with security systems or cameras
  • • No possession or use of illegal substances

6. Environmental Responsibility

Protecting our environment ensures a sustainable and healthy community for current and future residents:

Resource Conservation

  • • Use water-efficient fixtures and landscaping
  • • Minimize energy consumption with efficient appliances
  • • Participate in community recycling programs
  • • Reduce single-use plastics and waste
6.2

Green Spaces

  • • Maintain natural vegetation and landscaping
  • • No dumping of chemicals or pollutants
  • • Support community gardening initiatives
  • • Protect wildlife habitats and corridors

Air Quality

  • • Minimize dust and emissions from construction
  • • No burning of waste materials
  • • Regular maintenance of vehicles to reduce emissions
  • • Use low-VOC paints and cleaning products

7. Construction & Renovation Guidelines

Construction and renovation activities must be conducted with minimal disruption to the community:

7.1

Permits & Approval

  • • Obtain all required permits before starting work
  • • Submit construction plans to LERA for approval
  • • Follow approved architectural guidelines
  • • Notify neighbors 7 days before starting work
7.2

Construction Hours

  • • Monday - Saturday: 8:00 AM - 6:00 PM only
  • • No construction on Sundays or public holidays
  • • Emergency repairs may be permitted outside hours
  • • All work must cease by 6:00 PM daily
7.3

Site Management

  • • Post contact information at construction site
  • • Contain dust and debris within property boundaries
  • • Provide safe pedestrian access around work areas
  • • Clean up daily and restore area when complete

8. Rental Properties & Tenants

Property owners are responsible for ensuring their tenants comply with community rules and standards:

8.1

Tenant Registration

  • • Register all tenants with LERA within 30 days
  • • Provide tenant contact information and emergency contacts
  • • Update information when tenants change
  • • Owners remain responsible for tenant compliance
8.2

Owner Responsibilities

  • • Ensure tenants receive and understand community rules
  • • Address tenant violations promptly
  • • Maintain property standards regardless of occupancy
  • • Respond to LERA communications about property
8.3

Vacancy Standards

  • • Properties must be maintained during vacancy periods
  • • Notify LERA of extended vacancies (30+ days)
  • • Keep landscaping maintained during vacancy
  • • Security measures must remain in place

9. Enforcement & Violation Procedures

LERA is committed to fair and consistent enforcement of community rules to maintain our quality of life:

9.1

Reporting Violations

  • • Report violations to LERA through official channels
  • • Provide specific details and evidence when possible
  • • Anonymous reports will be investigated when feasible
  • • All reports handled confidentially and fairly
9.2

Violation Process

  • • Verbal warning for first minor violations
  • • Written warning for repeated or serious violations
  • • Fines may be imposed for continued non-compliance
  • • Severe violations may result in legal action
9.3

Appeals Process

  • • Residents may appeal decisions within 14 days
  • • Appeals submitted in writing to the Executive Committee
  • • Appeals heard at next regular committee meeting
  • • Final decisions communicated within 7 days

10. Amendments & Updates

Community rules may be amended to address changing needs and circumstances:

Amendment Process: Rule changes proposed by Executive Committee or residents

10.2

Resident Input: 30-day comment period for significant changes

10.3

Approval: Major changes approved by General Assembly or Board

10.4

Notification: All residents notified of rule changes via email and website
