Community Rules & Code of Conduct

Guidelines for harmonious living in Lekki Phase 1

Our Shared Vision

Welcome to Lekki Phase 1! Our community thrives on mutual respect, cooperation, and a shared commitment to maintaining a safe, clean, and peaceful environment for all residents.

These rules and guidelines have been established to ensure the well-being, safety, and enjoyment of all community members. By residing in or visiting our community, you agree to abide by these standards. Non-compliance may result in warnings, fines, or other actions as determined by the Residents Association.

Noise Control & Quiet Hours

Quiet Hours

  • Weekdays: 10:00 PM - 7:00 AM
  • Weekends: 11:00 PM - 8:00 AM
  • Public Holidays: 11:00 PM - 9:00 AM

Noise Guidelines

  • Keep music, television, and conversation at reasonable levels at all times
  • Construction and renovation work permitted only between 8:00 AM - 6:00 PM on weekdays
  • No construction work on Sundays or public holidays
  • Generator usage should be minimized and properly muffled
  • Notify neighbors at least 48 hours in advance of any planned events or gatherings
  • Events must end by 11:00 PM on weekdays and midnight on weekends

Special Events: If you're planning a special event that may exceed normal noise levels, please submit a written request to the Residents Association at least 7 days in advance.

Parking & Traffic Regulations

Parking Rules

  • Park only in designated areas or within your property
  • Do not block driveways, gates, or access roads
  • No overnight parking on streets unless authorized
  • Abandoned or non-functional vehicles will be towed at owner's expense
  • Commercial vehicles (above 3 tons) are not permitted to park overnight in residential areas
  • Visitor parking is available for a maximum of 24 hours

Traffic & Speed Limits

  • Speed limit: 30 km/h on all internal roads
  • Observe all traffic signs and road markings
  • Children play areas - reduce speed to 20 km/h
  • No racing, reckless driving, or excessive honking
  • Yield to pedestrians at all times
Property Maintenance & Aesthetics

General Maintenance

  • Maintain your property in good condition and appearance
  • Keep lawns mowed and landscaping well-maintained
  • Trim trees and hedges regularly to prevent obstruction
  • Repair or repaint faded, damaged, or peeling exterior surfaces
  • Ensure proper drainage to prevent flooding of neighboring properties
  • Remove weeds and overgrown vegetation promptly

Building & Renovation

  • Obtain necessary permits from LERA before any construction or major renovation
  • Ensure all construction complies with Lagos State building codes
  • Building height restrictions must be observed
  • Setback requirements must be maintained
  • Notify neighbors before commencing construction work
  • Construction materials must be stored within your property
  • Clean up construction debris daily

External Modifications

  • Major external changes require Residents Association approval
  • Fencing must comply with approved designs and height restrictions
  • Exterior paint colors should be harmonious with the neighborhood
  • Solar panels and satellite dishes must be installed discreetly
Waste Management & Environmental Care

Waste Disposal

  • Use approved waste collection services only
  • Place waste bins out only on designated collection days
  • Ensure all waste is properly bagged and contained
  • Remove bins from street-side within 12 hours of collection
  • No littering - violators will be fined
  • Hazardous waste must be disposed of through proper channels

Recycling & Sustainability

  • Separate recyclable materials where possible
  • Participate in community clean-up initiatives
  • Conserve water and energy resources
  • Report illegal dumping immediately to security

Drainage & Sewage

  • Do not block or divert public drainage systems
  • Maintain your property's drainage system
  • Report sewage leaks or blockages immediately
  • No discharge of chemicals into drainage systems
Security & Safety Protocols

Access Control

  • Always carry and present your resident ID when requested
  • Pre-register visitors through the security gate or mobile app
  • Inform security of expected service providers or deliveries
  • Report suspicious activities or persons immediately
  • Do not share gate access codes with unauthorized persons
  • Contractors must be registered and wear identification tags

Fire & Emergency Safety

  • Install and maintain smoke detectors in your home
  • Keep fire extinguishers accessible and serviced
  • Do not block fire hydrants or emergency access routes
  • Report fire hazards to the Residents Association
  • Participate in community emergency drills
  • Know emergency contact numbers and evacuation routes

Personal Safety

  • Secure your property with adequate locks and alarms
  • Install outdoor lighting for security
  • Join or form neighborhood watch groups
  • Report crimes or safety concerns to security and police
Pet Ownership & Animal Control

Pet Regulations

  • Register all pets with the Residents Association
  • Ensure pets have current vaccinations and health certificates
  • Keep dogs on leash when outside your property
  • Clean up after your pets immediately - carry waste bags
  • Prevent excessive barking or noise from pets
  • Dangerous breeds must be properly secured and muzzled in public
  • No breeding of animals for commercial purposes

Prohibited Animals

  • Livestock (chickens, goats, sheep, cattle) are not permitted
  • Exotic or wild animals require special permits
  • Maximum of 2 dogs or 3 cats per household (unless approved)

Note: Pet owners are fully liable for any damage or injury caused by their animals. Repeated violations may result in removal of the pet from the community.

Use of Common Areas & Facilities

Parks & Recreation Areas

  • Respect posted hours of operation
  • Keep common areas clean - dispose of trash properly
  • Supervise children at all times in play areas
  • No vandalism or damage to community property
  • Sports facilities are for residents and registered guests only
  • Book facilities in advance for private events

Community Hall & Meeting Spaces

  • Reserve spaces through the Residents Association
  • Clean and restore the space after use
  • Report any damage or issues immediately
  • Respect booking schedules - do not overstay
  • No smoking or alcohol without prior approval

Prohibited Activities in Common Areas

  • No commercial activities without authorization
  • No camping or overnight stays
  • No open fires or barbecues without permission
  • No motorized vehicles in parks or walkways
Social Conduct & Community Living

Respectful Behavior

  • Treat all residents, staff, and visitors with respect and courtesy
  • No harassment, discrimination, or hate speech of any kind
  • Respect privacy - do not trespass on neighboring properties
  • Resolve disputes amicably or through proper channels
  • Participate constructively in community meetings and initiatives

Events & Gatherings

  • Notify neighbors of planned parties or gatherings
  • Manage guest parking to avoid blocking access
  • Ensure events don't disturb the peace
  • Be responsible for guest behavior
  • Large events (50+ people) require association approval

Business & Commercial Activity

  • Home-based businesses require registration with the association
  • Must not create nuisance (noise, traffic, parking issues)
  • No retail or heavy commercial operations in residential areas
  • Business signage must be approved and discreet
  • Commercial deliveries should be scheduled to minimize disruption
Utilities & Essential Services

Utility Management

  • Pay utility bills and association dues promptly
  • Report power outages, water leaks, or service issues immediately
  • Coordinate with utility providers for installations or repairs
  • No unauthorized tapping of electricity or water supply
  • Generators must meet noise and emission standards

Infrastructure

  • Do not damage or tamper with street lights, signs, or community infrastructure
  • Report damaged roads, walkways, or public facilities
  • Allow access for maintenance and repair work
  • No digging or excavation on public land without approval
Rule Enforcement & Penalties

Violation Procedures

  • First Offense: Written warning and request for compliance
  • Second Offense: Formal notice with fine (as per schedule)
  • Third Offense: Hearing before the Residents Association
  • Continued Violations: May result in legal action or restriction of privileges

Fine Schedule (Examples)

  • Noise violations: ₦5,000 - ₦25,000
  • Illegal parking: ₦3,000 - ₦10,000
  • Waste disposal violations: ₦5,000 - ₦15,000
  • Pet violations: ₦5,000 - ₦20,000
  • Unauthorized construction: ₦50,000 - ₦500,000
  • Vandalism: Cost of repair/replacement + penalty

Appeals Process

Residents may appeal penalties by submitting a written request to the Residents Association within 7 days of notification. Appeals will be reviewed by the Executive Committee within 14 days.
